CLP and CDL Permit Rules — State Variation Overview

How states differ in CLP issuance, permit duration, knowledge-test fees, and re-test waiting periods.

Every state issues Commercial Learner's Permits (CLPs) under the same federal framework, but the details — fees, valid duration, knowledge-test administration, and re-test waiting periods — vary significantly. Understanding your state's specifics avoids costly surprises.

Federal baseline

Federally required: applicant must be 18 (intrastate) or 21 (interstate); must hold a current driver's license; must pass the General Knowledge written exam plus any required endorsement exams; must hold the CLP for at least 14 days before the skills test; CLP is valid for 180 days under federal regulations (states may issue shorter validity).

State-specific variations

CLP fees range from $15 (several southern states) to $40+ (some northeast and Pacific states). Some states bundle the knowledge-test fee into the CLP fee; others charge separately. Knowledge-test re-take waiting periods range from same-day re-test (rare) to 7 to 14 days between attempts (common). Some states cap the number of attempts per CLP (typically 3 to 5 attempts) and require waiting until the CLP expires before re-applying.

Self-certification at CLP issuance

You'll be asked to self-certify into one of the four federal driving categories (NI, EI, NA, EA) at CLP issuance. The category is recorded on your CLP and on the federal CDLIS record. Changes require submitting fresh medical certification.

Endorsements at the CLP stage

You can take and pass endorsement knowledge exams at the CLP stage, but the endorsements are not formally added until the skills test is passed and the full CDL is issued. Hazmat is the major exception — Hazmat requires the TSA Security Threat Assessment, which must be initiated separately and typically does not get added until full CDL issuance.

Renewal of the CLP

Federal rule allows one renewal of the CLP for an additional 180 days without re-testing the knowledge exams, provided the renewal happens before the original CLP expires. Some states allow extension; others require fresh testing if the original CLP expires.
