Why the state matters
The federal government — through the FMCSA — sets the minimum knowledge and skill standards for every CDL in the United States. But your license is actually issued by your state DMV, DPS, or DOT, and they get to write the test, set the fees, design the practical/road exam, and decide when and how often you can attempt it. That's why studying state-by-state matters: a Texas General Knowledge test won't be word-for-word identical to a New York General Knowledge test, even though both cover the same FMCSA-mandated topics.
What does change between states includes the exact passing score, how the air-brake combined exam is scored, whether you can take the written exam in languages other than English, the cost of the permit and license, the wait time between failed attempts, and the documents you need to bring on test day.
